The area covered by the Plan boundary, with an area of 47.21 ha, is limited to the east by Alipašina Street and the settlement of Ciglane, to the west by the planned route of the First Transvezala, to the north by the Betanije locality, i.e. the traffic interchange on the First Transvezala, and to the south by the settlements of Gorica and Crni vrh. In the area between Alipašina and Jukićeva streets, due to ownership relations (small plots in private ownership), there are no real spatial possibilities for planning the construction of residential and commercial buildings without the consent of all entities existing on the subject site, and this site has been retained in its current state. In addition to the above, construction on Alipašina Street was not planned due to the impossibility of providing adequate traffic access to it, which has the rank of a main road, partially for individual buildings. The concept that envisaged a technical solution that would enable access to the plots along the entire length of Alipašina Street, i.e. the possibility of new and replacement construction, was not supported by the landowner. The proposed spatial planning concept, limited by the above circumstances, essentially represents the rehabilitation of the existing situation (except for existing facilities located on the routes and corridors of the transport infrastructure from the higher-level plan - the Urban Plan of the City of Sarajevo for the urban area of Sarajevo for the period from 1986 to 2015). The replacement of the existing building stock at the "Zuko Džumhur" site is envisaged. The spatial planning concept envisages the improvement of communal and social infrastructure and green areas.
