The area of 224.3 ha, included within the Plan's border, includes the administrative territory of the Municipality of Novi Grad and a smaller part of the Municipality of Ilidža. The contact zones of the Plan's border are: - in the southwest, the airport zone and the free customs zone - in the west, the residential and business zone "Stup", - in the northwest, the residential and business zone "Stup", - in the north, the collective housing zone "Mojmilo", - in the east, the collective housing zone "Mojmilo" and partly a business zone. - in the northeast, the Park-forest "Mojmilo" and in the southeast, the protective greenery zone Dobrinja. The spatial organization of Dobrinja is conditioned by natural conditions and the created state, i.e. the achieved level of equipment with social, traffic and communal infrastructure in relation to the higher-order plan. When forming the concept of the Plan, the directions of the higher-order plan as well as the directions of the existing implementation plans and harmonization with the contact zone plans were respected, and the limiting factor is the planned primary road network. The spatial organization concept is based on the following: - maintaining the existing volume and distribution of the building stock, - construction of collective housing facilities in Dobrinja V with collective garages, - interpolation of missing social infrastructure facilities dispersed throughout the entire area for the level of the regional center, - construction of a smaller scale of residential and residential-business facilities in the Nedžarići settlement, - construction of residential-business rows along the main (planned) roads, as a transitional form towards collective housing, - construction of residential buildings below Mojmilo Hill (residential housing zone), - regulation of the Dobrinja riverbed, which runs longitudinally from east to west, through the central part of the spatial unit and the formation of pedestrian and bicycle paths with tree-lined avenues, - retention of the existing traffic network and construction of new traffic routes (primary and secondary according to the higher-order plan) in order to establish the best possible communication within the already built units and the wider environment, - improvement of existing green areas and planning of new ones, - rehabilitation, reconstruction and construction of communal infrastructure.
