Regulatory plan "Čobanija"
Bosnia and Herzegovina (bih)

The area of 23.1 ha included in the Plan border is located on the left bank of the Miljacka River, which is mostly located on the northern slopes of Trebević and to a lesser extent occupies the riverside area. It is limited to the north by the left bank of the Miljacka River, between the Drvenija and Skenderija bridges, to the south by Put Mladih Muslimana Street, to the east by the administrative border of the Centar and Stari Grad municipalities, and to the west by KSC Skenderija. The concept of spatial organization complements and maintains the current functions in the space: - housing as a primary function (collectively and individually), - central facilities that in spatial terms must have their concentration, then attractiveness and continuity, - green areas in the form of alleys and refined ambience within the framework of future construction and landscaped and cultivated orchards in the gardens of private properties as a natural green frame of the urban image of the northern slope of Trebević. The concept imposes respect for the urban city matrix because the planned arrangement of objects follows the rules of the morphological structure of the City that are typical in the part of the City Core and contact zones, respecting the cultural and historical heritage. The area within the scope of the Plan with its share in the cultural and historical heritage, and its geomorphological characteristics, has conditioned the application of two urban planning and construction principles: 1. At the foot of the Trebević slope, the construction of larger architectural and urban masses is planned through the construction of new blocks, as well as the filling of existing ones, then "interpolation" in order to create a continuous street canvas in the desire to create a typical city environment consisting of a street and a block. In the individual architectural volumes of central facilities, open space is used that is functionally refined in the form of a square, market, park, promenade. By building in continuity of attractive public facilities with a promenade along the riverbed, conditions are created for the equal participation of the left bank of the Miljacka in attractive city content, inseparable from the environment to which it belongs. The promenade (the conceptual design "Left Bank of the Miljacka River from Šeherćehaja Bridge to the Čobanija Bridge" from 2003 was implemented in this Concept) is planned as an attractive and designed segment of a continuous pedestrian flow on the left bank that tends to extend eastward and connect with the Bentbaša recreational zone, and to the west with the existing promenade in front of the Academy of Fine Arts, from where pedestrians can continuously move westward towards the new part of the city. By interpolating attractive content in the ground floors of new and existing buildings (and where possible), the valley part of the site is connected and the ambience of the city center or core is created. 2. On the slope, the construction of free-standing family houses is retained, which are organized along the street (formerly an alley), creating a typical image of housing on the slopes of the Sarajevo amphitheater, which is an imperative in terms of obligation and consistency in interventions in this area. For this reason, interventions in this area are limited to "inserting" smaller buildings, replacing dilapidated individual residential buildings in the existing dimensions, as well as slightly displacing them in the case of new construction in order to gradually create conditions for the reconstruction and expansion of existing roads without disturbing the inherited matrix.
