An expert opinion is an act of expert institutions, public companies or competent authorities confirming that the planned construction is in accordance with special regulations and technical conditions within their jurisdiction. The Institute for Development Planning of the Canton of Sarajevo is the key entity for issuing expert opinions within the Sarajevo Canton when it comes to urban and spatial planning, especially in the following cases when planning documentation is incomplete or has not been adopted, when the provisions of plans need to be interpreted, then when municipalities request opinions for their construction approval procedures and urban consents, and when working on higher-level plans (spatial, urban) and infrastructure issues. Since 2007, the Institute for Development Planning of the Canton of Sarajevo has been maintaining and regularly updating the database of issued expert opinions in the territory of the Sarajevo Canton. Each consent in the database is shown geometrically as a polygon or line, with the following attributes: type of facility, method of resolution, municipality, cadastral municipality, cadastral plot, municipality classification code, date of issuance, internal code of the Institute, year of entry into the database, data on the applicant (name, surname, address). The database is available to administrative bodies (municipalities, ministries, etc.) via the WebCity GIS application, using standardized web services: OGC WMS and OGC WFS. This system provides transparent, efficient and spatially precise insight into issued expert opinions, thereby facilitating planning, control and management of spatial development in the Sarajevo Canton.
