The area covers 77.76 ha and includes parts of the administrative territory of the Ilidža municipality. The planning area is limited: to the east by the regulated bed of the Dobrinja River, to the west by the bed of the Željeznica River, to the north by the locality of Duga njiva and Potkućnica - all the way to the Dobrinja River, and to the south by the city highway, or rather the Sarajevo-Ploče railway. The plan was developed with the aim of reviewing the spatial organization given by the Regulatory Plan of the spatial unit ''Otes'' (''Official Gazette of the City of Sarajevo'', No. 18/81) and adapting it to the newly emerging conditions on the ground and the needs of citizens, planning the construction of mixed housing facilities - in accordance with spatial possibilities, improving the quality of life of residents, i.e. equipping the settlement with the missing social infrastructure facilities at the level of the local center of Otes (in accordance with the Urban Plan of the City of Sarajevo for the urban area of Sarajevo, for the period 1986-2015), creating planning prerequisites for the construction of an elementary school in the settlement, and equipping the area with the necessary network of traffic and utility infrastructure, while connecting it with plans in the surrounding area. New plots for collective housing construction and individual housing construction (in the form of detached buildings, semi-detached buildings and buildings in a row) were formed on both sides of the existing and newly planned settlement roads, as well as the construction of a larger number of residential and business buildings on plots that were once owned by ''Alhos''. In the central part of the site, the Otes local center has been formed, in which, in addition to the existing collective housing facilities (with business premises on the ground floor of the facilities), the following are planned: a plot for the construction of an elementary school with accompanying sports fields, a multimedia center facility, business facilities, a police facility, a market and a market. Along with the regulated bed of the Dobrinja River, the Plan envisages the construction of a promenade with accompanying greenery and rest areas.
