The Unified Register of Beneficiaries of Non-Contributory Cash Benefits, established by the Federal Ministry of Labor and Social Policy in accordance with the Law on the Unified Register of Beneficiaries of Non-Contributory Cash Benefits ("Official Gazette of the Federation of BiH" No. 25/17), officially began operating on November 1, 2019. In accordance with the law, the beneficiaries, and also those obliged to enter data into the Unified Register, are budget beneficiaries, i.e. all administrative bodies of all levels of government in the Federation of Bosnia and Herzegovina, cities and municipalities, public institutions and other institutions, as well as extra-budgetary funds that pay any type of one-time, multiple or permanent monthly benefits to individuals/natural persons for whom contributions are not paid. This refers to payments such as veterans' and social benefits and assistance, incentives and subsidies for agriculture, crafts and entrepreneurship, benefits and assistance for refugees and displaced persons, benefits and assistance to persons during unemployment, scholarships, tuition fees, assistance for the education of students of various categories and their teaching staff, reimbursement of medical expenses and one-time assistance for medical treatment, benefits for work engagement of persons serving prison sentences, benefits and assistance for pensioners and benefits for the death of pensioners, benefits to persons in the event of injuries at work, grants and assistance for urban planning, tourism and environmental protection, subsidies for the purchase of electric and hybrid vehicles, civil protection assistance, awards and assistance to prominent individuals (state and religious holidays, sports, culture, science, art), donations and various other subsidies and assistance to individuals paid from the budgets of various departments and levels of government, and not to benefits from the employment relationship (hot meals, assistance to employees, assistance for medical treatment, death benefits, etc.).
