The Spatial Plan of the Municipality of Usora is a binding development planning document that determines the purposeful organization, use and purpose of space, as well as measures and guidelines for the development and protection of the municipal space. The Spatial Plan of the Municipality of Usora takes over, adapts, elaborates and supplements the planning decisions from the Spatial Plan of the Zenica-Doboj Canton that relate to the area of this municipality. The Spatial Plan of the Municipality of Usora covers a total area of 46.55 km2, which includes the settlements: Alibegovci, Bejići, Omanjska, Sivša, Srednja Omanjska, Ularice, Makljenovac, Miljanovci and Novi Miljanovci (Filipovići and Kovčići), Žabljak and Tešanjka.

The Municipality, as the Lead Agency for the preparation, participated in the development of the Spatial Plan of the Municipality of Usora through its competent services, submitting its existing spatial data and information in various forms. The Cantonal Institute for Urban Planning, as the Lead Agency for the preparation, established a database of the current situation, and after analyzing all the data taken and the expressed planning needs in the area in question, it also created a database for the end of the planning period.
