Based on the Council of Ministers No. 771, dated 30.09.2020, declaring the "Historic Center" of the City of Shkodra as a cultural asset, defining its Protection Zone and approving the plan for their preservation, protection and administration. The Historical Center of the City of Shkodra is an urban space that preserves in its entirety important values of cultural, historical, urban, architectural and landscape heritage, in which the path of the city's historical development and architectural and urban achievements are documented. Its integral parts are the buildings, together with the surrounding urban elements, such as roads, sidewalks, surrounding walls, gates, courtyards, as well as lighting structures, decor, greenery. The urban space of the “Historical Center” in the city of Shkodra includes: a) the architectural-urban ensemble of the “28 Nëntori” street (bounded in the SW by the “13 Dhjetori” street and in the NE by the city square); b) the architectural-urban ensemble of the “Kol Idromeno” street (bounded in the SW by the city square and in the NE by the “Dugajet e Reja” square); c) the architectural-urban ensemble of the “Gjuhadol” street, northern wing (bounded in the NW by the “Kol Idromeno” street and in the SE by the “Marin Beçikemi” street); ç) the architectural-urban ensemble of the “At Gjergj Fishta” street (bounded in the NE by the Hotel Kolosseo and in the SW by the “Gjuhadol” street). In the “Historical Center” there are immovable cultural assets such as cultural monuments of category I and II and objects without status.
