The Digital Surface Model (DSM) describes the three-dimensional shape of the Earth's surface, including all static features located on it. This product has benefited from the implementation of the project "Digital aerial photography of the territory of the Republic of Albania, production of oriented aerial photos, creation of LIDAR data, digital terrain model, orthophoto and training". This project was implemented by Decision of the Regional Development Committee no. 14 dated 23.09.2014 with funding from the Albanian Government. The Digital Surface Model (DSM) describes the three-dimensional shape of the Earth's surface, including all static features located on it. Temporary phenomena do not form part of the surface, but due to technical difficulties in removing them, some of the features may also be present on the surface. DSM was created by LIDAR scanning of the Republic of Albania during the period March 2015- September 2017. The contractor for the implementation of this project was the Italian-German consortium, "Aerosistemi srl & HansaLuftBild gmbH". The equipment (Scanner) used was of the "RIEGL LMS-Q560 Laser Scanner" type. The project area was 28748 Km/2, which includes the total area of the Republic of Albania. The product was divided according to the project zoning into 3 main lots with different accuracies for LIDAR scanning and the creation of DTM & DSM from LIDAR scanning as well as the production of RGB & CIR orthophotos. The division of the territory was carried out according to the lots which are: LOT 1, Urban Area 1028 Km2; LOT 2, Rural Area 9 960 Km2; LOT 3, Mountain Area 17349 Km2. The digital terrain model is in Geotiff image format with a resolution of 2 x 2 m in accordance with the document "State Standards for Technical Specifications of Geospatial Information in Albania. Topic "Digital Terrain Model". The vertical accuracy, expressed in root mean square error in height for the product in question is: Lot1, Urban Area ±10cm; LOT 2, Rural Area ±20 cm; LOT 3, Mountainous Area ±40 cm. The data are in accordance with the standard with the Council of Ministers No. 398, dated 19.06.2019, On the approval of the document "State Standards for Technical Specifications of Geospatial Information in Albania - Topic: Digital Terrain Model".
